The Directorate of Forensic Science Laboratory, which is under the control of the Government of Maharashtra, is one of the oldest institutes in the country and the scientific analysis of the seized samples of various crimes in the society is done in the laboratories of this Directorate. The circumstantial evidence provided by the scientific analysis is regarded as solid evidence in the courts, and adherence to the principle of "acquittal of the innocent and punishment to the guilty" is a matter of justice.
In recent times criminals have been using sophisticated materials and methods to commit crimes. Various sophisticated analysis methods like DNA finger printing, narco analysis, polygraphy, brain mapping, tape authentication and voice identification, cyber forensics have been used in criminal investigations to thwart these trends. For this, the relevant samples were previously required to be sent to organizations outside the State of Maharashtra. But the Government of Maharashtra made a bold decision to start all these advanced analysis methods in the state and accordingly all the basic facilities, officers and staff members along with necessary equipments were arranged in the Directorate of Scientific Laboratory. All respective experts were equipped with the appropriate training and the work of analyzing the seized patterns of crime was carried out using modern methods by the Procedural Manual prepared at the national level. This has made it possible for the common man to get justice quickly by removing the obstruction caused by criminal investigations in order to get justice through justice system, according to the principle of "Delay in justice means deprivation of justice".
Due to these sophisticated analysis methods, the involvement of the perpetrator in heinous crime such as rape is 100% proven by analysis methods such as DNA finger printing. It is also possible to obtain information from the convicted criminals using sophisticated methods like polygraphy, brain mapping or narco analysis without using any physical force.
Along with Mumbai headquarters, there are seven Regional Forensic Science Laboratories operating in Nagpur, Pune, Aurangabad, Nashik, Amravati, Nanded and Kolhapur respectively and the Government of Maharashtra has approved to start five mini laboratories. Accordingly, mini laboratories have been started in Chandrapur, Dhule, Ratnagiri, Thane and Solapur. Due to the introduction of toxicology and biology divisions in all these five mini laboratories, the difficulty of the police personnel from distant districts to travel long distance with biological issues is reduced.
Due to the steps taken by the Government of Maharashtra for the common people, the increase in the Conviction Rate will be a major factor in preventing anyone from getting justice.
